Ogelbeng Lutheran Highlands Seminary Infrastructure Development Project
For more than a century, the Evangelical Lutheran Church of Papua New Guinea (ELC-PNG) has played a significant role in the spiritual, educational, and social development of Papua New Guinea. Through its ministry, ELC-PNG has not only preached the Gospel and nurtured the spiritual lives of the people of this country, but has also contributed greatly to education, health services, community development, and leadership training.
As part of its ongoing commitment to social services and the further development of the country, ELC-PNG continues to invest in its seminary institutions, which prepare pastors and evangelists for ministry, particularly in remote and underserved areas. One such institution is the Lutheran Highlands Seminary Ogelbeng (LHSO), whose graduates serve communities throughout Papua New Guinea.

LHSO is one of the major theological training institutions of both the Evangelical Lutheran Church of Papua New Guinea and the country as a whole. Located in the Highlands Region, the Seminary has served for many years as a Faith-Based Innovation and Development Centre, providing theological education, leadership development, and spiritual formation for men and women preparing for Christian ministry and community service.
As the institution has grown and expanded its role over the years, many of its facilities and supporting infrastructure have aged and are no longer adequate to meet the current needs of students, staff, and modern educational standards. To ensure that LHSO can continue to provide quality theological education and serve as a centre for spiritual, social, and community development, significant rehabilitation, upgrading, and expansion of its infrastructure are required.
The Ogelbeng Infrastructure Development Project is a major investment initiative of the Evangelical Lutheran Church of Papua New Guinea (ELC-PNG) and its project partner, Mission EineWelt, the international mission and development agency of the Evangelical Lutheran Church in Bavaria, Germany.
The project aims to significantly improve the living, learning, and working conditions at the Lutheran Highlands Seminary Ogelbeng (LHSO), thereby strengthening the institution’s capacity to provide quality theological education, spiritual formation, and community development services for future generations.
The overall objective of the project is the rehabilitation, upgrading, and expansion of essential seminary infrastructure, including but not limited to:
- Water supply and storage systems
- Power supply and electrical infrastructure
- Student housing and residential facilities
- Kitchen and food preparation facilities
- Student dormitories
- Staff and faculty housing
- Seminary canteen and dining facilities
- Administrative and office buildings
- Sanitation and toilet facilities
- Shower and bathroom facilities
In addition, the project includes the improvement of supporting infrastructure and services necessary to ensure a safe, healthy, and conducive learning environment for students, staff, and visitors. Through these investments, the Seminary will be better positioned to fulfil its role as a leading theological training institution and Faith-Based Innovation and Development Centre serving communities throughout Papua New Guinea.
As of March 2026, significant progress has been achieved across multiple components of the Ogelbeng Infrastructure Development Project. Major accomplishments include the completion of maintenance and rehabilitation works on approximately one-third of the Seminary’s 32 duplex houses, the construction of new kitchen facilities, and the commencement of renovation works on the two student dormitories as well as the extension of the administration complex. In addition, rehabilitation works on the Evangelists’ housing facilities are underway, while a new seminary canteen is currently being developed. A major milestone has also been reached in the water supply component, with the successful installation of a 130,000-litre Southern Cross water storage tank, significantly improving the Seminary’s water storage capacity and reliability. Furthermore, preparations are underway for the introduction of solar energy systems, which will contribute to a more sustainable and reliable power supply for the institution. These achievements represent only a selection of the many activities being implemented under the project and demonstrate the strong commitment of ELC-PNG and Mission EineWelt to improving the Seminary’s infrastructure and long-term operational sustainability.



The Ogelbeng Infrastructure Development Project demonstrates ELC-PNG’s strong commitment to strengthening theological education and preparing future church leaders for service throughout Papua New Guinea. By improving housing, water and sanitation systems, administrative facilities, and student support infrastructure, the project is creating a safer, healthier, and more conducive environment for learning, living, and spiritual growth.
These investments will enhance the Seminary’s ability to fulfil its mission of theological education, spiritual formation, leadership development, and community service. In doing so, the project not only supports the preparation of pastors and evangelists for ministry but also contributes to the broader social, educational, and spiritual development of communities across the country. Through this initiative, ELC-PNG and its partners are laying the foundation for a stronger and more sustainable institution that will continue to serve both the Church and the nation for generations to come.
